Organizational Background:

Heartland Alliance International (HAI) is the international wing of Heartland Alliance for Human Needs & Human Rights, a family of organizations that has been leading anti-poverty and social justice work in Chicago for more than 125 years. HAI is comprised of numerous country offices implementing programs on a broad range of human rights issues globally, as well as the Chicago-based Marjorie Kovler Center for the Treatment of Survivors of Torture, which serves individuals from more than 50 countries. HAI is an industry leader in access to high-quality and stigma-free health care and HIV/AIDS prevention, treatment, and care for key populations (including people who engage in commercial sex work, people who use drugs, LGBTIQ individuals, and others). HAI also has significant expertise in the fields of trauma-informed mental health care and access to justice for survivors of rights abuses. Across all of its programs, HAI promotes progressive, innovative approaches to human rights protections and gender equality.

Overview:

HAI is a leader in access to effective, high quality, and stigma-free health care. Since 2009, HAI has implemented large-scale, donor-funded programs that reach heavily stigmatized key populations in Côte d’Ivoire, the Dominican Republic, Ethiopia, Ghana, Nigeria, and Rwanda with comprehensive HIV/AIDS prevention, treatment, and care services. HAI’s HIV/AIDS programming is firmly rooted in the empowerment and professionalization of key population communities. Serving marginalized and vulnerable populations, HAI addresses patients’ physical and emotional trauma by providing an integrated approach to health care that includes access to justice, mental health, and community empowerment.

Leveraging HAI’s experience in Haiti and building upon the organization’s global expertise in HIV/AIDS programming for key populations, HAI plans to respond to the Department of Health and Human Services Centers for Disease Control forthcoming call for proposals entitled Comprehensive Access to HIV/AIDS Care and Treatment, and Prevention Services for Key Populations in Haiti under the President's Emergency Plan for AIDS Relief (PEPFAR) in Haiti.

Summary

Heartland Alliance International (HAI) seeks candidates for Monitoring, Evaluation, Learning Officer – Haiti for an anticipated CDC-funded program focused on HIV/AIDS service delivery for key populations, specifically commercial sex workers, transgender individuals, and men who have sex with men. This project will also increase access to services, education, and awareness to reduce stigma and discrimination, and capacity building for local and community organizations. The Monitoring, Evaluation, Learning Officer – Haiti will be responsible for conducting monitoring and evaluation activities (including designing data collection methods, reports, and tools); visiting field sites to ensure that programming activities are being implemented per the grant guidelines and targets; and submitting reports in accordance with protocols and agreements as defined by CDC. This is a full-time position and will report directly to the Deputy Director for Programs – Haiti. **

Key Responsibilities

• Ensure the coordination and monitoring of all M&E activities of the project

• Develop strategies for M&E, including collection and management of key indicators and a monitoring plan for the project evaluation;

• Implement the strategy of monitoring / evaluation activities including:

o Develop tools for monitoring and evaluation;

o Strengthen the capacity of the project partners in monitoring and evaluation through trainings and ongoing support

o Supervise the organization and operationalization of data collection for monitoring indicators;

o Monitor the implementation of field activities with facilitators and beneficiaries;

o Ensure the achievement of project objectives based on the plan for monitoring and evaluation;

o Develop and implement data quality assurance process

o Oversee the implementation and updating of the database of the project;

o Supervise processing and analyzing data;

• Communicate with HAI HQ on M&E challenges and opportunities across partners

• Communicate with CDC-Haiti on data reporting requirements, challenges, and strategies

• Prepare periodic reports of the project;

• Participate in national meetings and workshops on monitoring / evaluation;

• Coordinate periodic evaluations of various project interventions;

• Perform other duties and responsibilities assigned by the Deputy Director for Programs – Haiti.

Qualifications

Master’s degree in related field (such as in Public Health, Economics, Statistics, Social Work, Development Studies, etc.) and minimum 3 years of prior M&E work experience OR equivalent combination of education and experience. Demonstrated professional experience developing data collection methods and writing reports for large-scale, international donor-funded projects (e.g. CDC). Working knowledge of USG regulations/PEPFAR reporting requirements and procedures strongly preferred. Demonstrated experience working independently with minimal supervision and working in high-security situations. Demonstrated experience working with community partners to collect and understand their data. Demonstrated experience working with diverse stakeholders (community, Ministries of Health, and USG) to translate data successes, challenges and needs. Demonstrated experience training field staff and government officials in M&E techniques. Demonstrated experience conducting statistical analysis and impact assessment, including calculating margins of error, contributing variables and developing tools to address gaps in analysis. Knowledge of best practices in HIV/AIDS programming for key populations strongly preferred. Outstanding communication and interpersonal skills. Demonstrated commitment to gender equity and participant-driven programming, as well as sensitivity and understanding of health concerns of key populations in Haiti. Authorization to work in Haiti preferred.
